RECOMMENDATION
This study session will provide an overview of the City's proposed agreement, highlighting the City's solid waste and organics programs, compliance and enforcement efforts under current State legislation and key updates and enhancements incorporated into the franchise.

BACKGROUND
The City of Chino has maintained an exclusive solid waste franchise agreement with Waste Management, Inc. (WM) since 1969. The franchise agreement has been amended several times to address evolving regulatory requirements, service needs, and community expectations. The current 15-year agreement, approved in Fiscal Year 2017-18, is being restated and amended to incorporate new State legislation Senate Bill 1383 (SB 1383) and Assembly Bill 1826 (AB1826) governing organics collection, edible food recovery, and diversion mandates. The amendment also updates and enhances several sections of the agreement to reflect current operations, improve reporting and compliance, and strengthen overall service delivery to the community.
