RECOMMENDATION
Award a Professional Services Agreement to Building Code Services, Inc. (BCS), Irvine, CA, at a fixed rate of $85 per hour for all disciplines for building plan check and related services for a term not to exceed five years and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
The Development Services Department provides timely and professional plan review and inspection services to ensure that construction in the City complies with all applicable municipal and state code requirements. The Department fulfils its building plan check responsibilities through a combination of in-house staff and contract services. In-house staff reviews plans that involve limited engineering (e.g., room additions, accessory dwelling units, block walls, minor tenant improvements, patio covers, swimming pools, solar systems, etc.), while contract plans examiners and engineers are utilized for projects involving more complex structural, electrical, plumbing and mechanical engineering (e.g., new residential tracts, concrete tilt-up buildings, commercial construction, large tenant improvements, etc.).
