RECOMMENDATION
1) Designate Council Member Comstock as the City's Voting Delegate, Mayor Pro Tem Burton as the City's 2nd Voting Delegate-Alternate, and Council Member Lucio as the 3rd Voting Delegate-Alternate for the 2026 League of California Cities Annual Conference in Anaheim, CA from September 23-25, 2026.

Registration for the 2026 League of California Cities Annual Conference was included in the FY 2026-27 budget.

BACKGROUND
The League of California Cities (Cal Cities) 2026 Annual Conference and Expo is scheduled for September 23-25, 2026, in Anaheim, CA. An important aspect of the Annual Conference is the Annual Business Meeting (during the General Assembly), which will take place on Friday, September 25, 2026. At this meeting, Cal Cities' membership considers and acts on resolutions that establish Cal Cities' policy.
ISSUES/ANALYSIS
To vote at the annual business meeting, City Council action is required to designate a voting delegate.
Council Member Karen C. Comstock is currently a Cal Cities Inland Empire Division Board Member and will be attending the conference. For this reason, Staff recommends that Council Member Comstock is selected as the voting delegate at the annual conference. It is recommended that Mayor Pro Tem Burton be designated as the 2nd Voting Delegate-Alternate since he is also scheduled to attend the conference.
