Adoption of Resolution No. 2026-009 amending the City of Chino Administrative Fine schedule, specifically as it relates to commercial vehicles travelling off designated truck routes per CMC 10.44.025.

FISCAL IMPACT
It is expected that the approval of the proposed increase in administrative fines for violations of the City's truck route ordinance will likely result in a short-term increase in administrative fine revenue, followed by a normalization or possible reduction in fine revenue as violators adjust to the new fine schedule and compliance increases.

BACKGROUND
Chapter 10.44 of the Chino Municipal Code establishes designated truck routes within City limits. The designation of specific truck routes is intended to protect residential neighborhoods, preserve the integrity of roadway infrastructure, and promote public safety. Currently, the administrative penalty for a truck route violation is set at $250 for the first offense, $500 for the second offense within a 12-month period, and $1000 for the third offense within the same 12-month period.
The Police Department continues to encounter repeat violators of the City's truck route requirements, along with regular complaints regarding commercial vehicles operating on non-designated truck routes.
