BACKGROUND
Chapter 6 of the Chino Municipal Code (CMC), which governs animal services, contains language that refers to the City's previous animal services provider. The City recently transitioned its animal services to a new provider, the Animal Resource Center of the Inland Empire (ARC). The ARC is a Joint Powers Authority between the Cities of Chino, Ontario, Montclair, Chino Hills, and the County of San Bernardino, providing comprehensive animal services to all member jurisdictions.
This Ordinance No. 2025-010 updates the CMC language to accurately reflect the City's current contractual agreement for animal services with the ARC. The revision addresses two primary necessities: first, to resolve internal inconsistencies within the CMC resulting from the change in service provider, thereby ensuring clarity for both residents and staff; and second, to modernize the chapter by replacing outdated terminology with inclusive, neutral language, ensuring regulatory consistency and compliance.
