RECOMMENDATION
Approve the adoption of Ordinance 2026-004, amending Chapter 10.56 of the Chino Municipal Code, pertaining to bicycles, electric bicycles, motorized scooters, and regulated mobility devices.

FISCAL IMPACT
There is no significant financial impact anticipated from the adoption of this Ordinance. Minor costs may include public education materials, school outreach, website updates, and signage in selected areas. If the City adopts administrative cost recovery for impounds or storage, those charges should be limited to actual City costs.

BACKGROUND
Ordinance 2026-004 was introduced on first reading by the City Council at its June 2, 2026 meeting. During the presentation of the proposed ordinance, the City Council requested changes to remove the references to "riding on sidewalks" and defer to state law (10.56.070 (B and C) and 10.56.080), and to include the request that a parent or guardian must attend a safety course with a minor (10.56.130 (d)). All changes were noted at the June 2 meeting and updated as shown in the redline version attached as Exhibit A. The final version of the Ordinance is attached as Exhibit B.
