RECOMMENDATION
1) Accept the Sewer Reline Fiscal Year 2022 Project (SW220), with Sancon Technologies, Inc., Huntington Beach, CA, Contract No. 2022-241, as complete; 2) authorize the Director of Public Works to File the Notice of Completion; and 3) authorize the release of the retention funds following the 35-day lien period.

BACKGROUND
As part of the Five-Year Capital Improvement Program, Public Works staff reviewed televised sewer inspections and identified various locations of existing 8-inch and 10-inch vitrified clay pipe ("VCP") sewer lines requiring rehabilitation work. Rehabilitation of existing VCP and concrete sewer lines was done by the process of Cured-in-Place Pipe ("CIPP"), where installation of a resin is tightly formed to the current sewer lines. The resin is cured with hot water under hydrostatic pressure or steam pressure.
On October 6, 2021, staff published a formal Notice Inviting Bids via the City's PlanetBids website and received bids from five (5) contractors. On November 16, 2021, the City received two (2) written bid protests, which resulted in the lowest apparent bidder withdrawing from the procurement process. City Council rejected all bids on December 7, 2021, and authorized staff to re-bid Project No. SW220.
