RECOMMENDATION
Award a contract to Integrated Solutions Consulting, Inc. in the amount of $78,750 for the purpose of updating the City of Chino's Local Hazard Mitigation Plan and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
The City was awarded Hazard Mitigation Grant Program (HMGP) G424D to update its Local Hazard Mitigation Plan. The funding from this grant will pay for the costs of the consultant.

BACKGROUND
In November 2023, the City was awarded Hazard Mitigation Grant Program (HMGP) G424D funding from the Federal Emergency Management Agency (FEMA) to update its Local Hazard Mitigation Plan (LHMP). On February 20, 2024, City Council formally accepted the award and the City has until November 21, 2026, to complete the project which will result in a FEMA approved LHMP.
LHMPs are required by FEMA to receive certain types of non-emergency disaster assistance including the Hazard Mitigation Grant Program and Building Resilient Infrastructure and Communities (BRIC) project grants. Once approved by FEMA, the LHMP is valid for five years. On April 19, 2022, FEMA released an updated Local Mitigation Planning Policy Guide, effective April 19, 2023.
