Adopt Resolution No. 2024-034 approving revisions to the City's Classification and Compensation Schedule to comply with the City's Personnel Rules, P.O.S.T, CalPERS, and existing approved positions.

BACKGROUND
On June 18, 2024, the City Council adopted Resolution 2024-030, reflecting changes arising from a cost-of-living adjustment for all non-sworn employees.
ISSUES/ANALYSIS
An update to the City's Classification and Compensation Schedule is needed which does not affect salaries or compensation. The changes incorporated are as follows:
* The Management Salary Schedule has been structured to show Base, Midpoint, and Maximum rates to assist supervisors and managers when setting salaries within the range.
* The classifications of Police Officer and Corporal have been added. These positions were not shown on the prior resolution.
* The P.O.S.T. Management Certificate was removed from the Sergeant salary range as it is not afforded to that rank.
* A Salary Schedule which includes all positions at the hourly rate of pay has been created in compliance with CalPERS regulations.
If adopted, Resolution No. 2024-034 will address an update to the City's Classification and Compensation Schedule as noted at no cost to the City.
