RECOMMENDATION
1) Accept the Monte Vista Park Improvement Project (PK183), with Los Angeles Engineering Inc., Covina, CA, Contract No. 2023-156, as complete; 2) authorize the Director of Public Works to file the Notice of Completion; and 3) authorize the release of the retention funds following the 35-day lien period.

BACKGROUND
On October 18, 2022, City Council awarded a construction contract to Los Angeles Engineering, Inc., Covina, CA in the amount of $1,282,500 for the Monte Vista Park Improvement Project (PK183). Additionally, the City Council authorized expenditures of up to $128,250 for project contingencies, bringing the construction contract budget to an amount not-to-exceed $1,410,750.
All the park improvements have been constructed. The location of the street improvements constructed as a part of this project are as listed below:
* Intersection of Monte Vista and D Street
ISSUES/ANALYSIS
All work has been completed per the terms of the construction contract 2023-156. The scope of work included accessible pedestrian improvements to the intersection of Monte Vista Avenue at D Street. New bulb-out ramps now cross Monte Vista Avenue with a new advanced pedest...
