BACKGROUND

The Yorba-Slaughter Adobe Dike Project (Adobe Dike) was constructed to reduce flood risk to the Yorba-Slaughter Adobe Museum, located at 17127 Pomona Rincon Road, as part of the Santa Ana River Mainstem (SARM) project. The United States Army Corps of Engineers (USACE) raised the existing Prado Dam and plans to raise the existing spillway. The standard project flood (SPF) (566.0 feet NGVD29) would impact the Yorba-Slaughter Adobe Museum. The Adobe Dike, located mostly on existing reservoir land, will protect the low-lying areas below elevation 566.0 feet NGVD29.

Construction of the Adobe Dike was completed in 2017 and turned over from USACE to the Orange County Flood Control District (OCFCD) for maintenance in July of 2025. While the dike was constructed on OCFCD-owned parcels, there are segments of the two access roads connecting from Pomona Rincon Road that are on USACE property. USACE will be conveying an easement to OCFCD for these access road segments.

Additionally, USACE will include in the easement a portion of land adjacent to Pomona Rincon Road for the installation of security fencing to secure the perimeter of the dike.

ISSUES AND ANALYSIS

The Adobe Dike is located at 17127 Pomona Rincon Road (see attached Exhibit "A"). The General Plan land use designation is Recreation/Open Space (R/OS), which is primarily intended for areas of outdoor recreation and the preservation of natural resources.
