??Approve Amendment No. 1 to the Professional Services Agreement with Brightlife Designs, LLC (Contract 2025-088) for the addition of holiday light installation and removal services for City-maintained trees, in the amount of $26,425, for a total contract amount of $156,353.50 per fiscal years FY 2025-26 through FY 2028-29; and authorize the City Manager to execute all necessary documents on behalf of the City.?

BACKGROUND
??Each year, beginning in late fall, Public Works Park staff are responsible for installing holiday lighting on approximately fifty-three (53) City-maintained trees along Central Avenue, between Chino Avenue and C Street, as well as around City Hall in preparation for the winter holiday season. This task typically begins in early November, which takes approximately four staff members four (4) weeks to ensure timely completion prior to holiday events and festivities.
