RECOMMENDATION
Award a Professional Services Agreement for $450,000 to Eurofins Drinking Water and Wastewater West, LLC, Pomona, CA for a five-year term for Drinking Water Analysis and Related Consulting Services; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds have been budgeted in the proposed FY2026-27 Water Services (Fund 520) Operating Budget. Awarding this agreement is contingent upon the final budget adoption, which is scheduled for June 16, 2026.

BACKGROUND
California drinking water regulations require the City to regularly monitor and evaluate the quality of the drinking water distributed to customers to ensure compliance with State and Federal Safe Drinking Water Act requirements. These regulations are established and enforced by the California State Water Resources Control Board, Division of Drinking Water, and are intended to protect public health by ensuring that drinking water remains safe, reliable, and free from harmful contaminants.
